Client Objectives

NITI Aayog, the GOI’s apex policy think tank, selected Dastur Energy to study and prepare a framework for CCUS policies, financed through their research scheme.

Solution Description

Dastur carried out a comprehensive study to formulate the policy framework and a viable economic model for implementing CCUS in India. The study included:

  • An estimation of current and forecasted CO2 emissions from key emitting sectors –power, steel, oil & gas refineries, cement, and fertilizers & chemicals.
  • An overview of the techno-economics of carbon capture in each sector – most appropriate technology and tentative cost of capture in each.
  • Evaluation of options, opportunities and costs for CO2 disposal – utilization and storage.
  • Role and roadmap for CCUS to contribute to the decarbonization targets of India.
  • Policy framework, regulations, financial support & incentives, business models and institutional mechanisms for enabling commercial-scale CCUS.
  • Financial options for the Government of India to fund CCUS projects in a budget neutral manner.
  • Action steps required to take CCUS forward in India.
  • Specific opportunities for international collaboration
